Design of the Monitoring, Reporting, and Verification (MRV) System for the National Circular Economy Strategy (ENEC)
This document presents the conceptual and practical framework for the Monitoring, Reporting, and Verification (MRV) System for Costa Rica’s National Circular Economy Strategy (ENEC). Its purpose is to collect and analyze information on the progress toward adopting the circular economy nationwide, ensuring that the data and indicators used are accurate, relevant, and consistent with the strategy’s objectives. In doing so, the MRV system strengthens accountability, transparency, and credibility of the results, while supporting informed, evidence-based decision-making.
This was prepared at the request of the Sectoral Environmental and Energy Planning Secretariat (SEPLASA), with collaboration from the Climate Change Directorate of the Ministry of Environment and Energy (MINAE), and support from the Green Economy Transformation Project (GET 4.0), implemented by the German Corporation for International Cooperation (GIZ) on behalf of the Federal Ministry for the Environment, Climate Action, Nature Conservation, and Nuclear Safety (BMUKN) under the International Climate Initiative (IKI).
